Three quarter of an hour later he arrived. During this time one thousand five hundred more people were massacred and when he arrived he shouted "what do you want?"!!! Mr. Consul you know there is a world war going on at this very moment and a lot of cities are being bombed a so many people are being massacred but, they are nothing compared to the atrocities perpetrated against people in Urmu. You have been hiding and Christian army is on killing spree. During the time we were waiting for you so many people got killed. You are responsible for all these." Mr. Shet answered: "if you want security let's form a committee of 12 Muslims and 12 Christians and negotiate peace". Everybody complained and said" by the time this committee starts to function no one will be alive and the city will be raised to ground. If you declare cease-fire we do whatever you say." It seemed that Mr. Shet got what he wanted and immediately went to different districts accompanied with a few Muslims and cavaliers to stop the onslaught. Guns were silenced by 5pm. The Christian army withdrew from the city but people did not leave the consulate and waiting for the 24 body committee to be formed. Some of these people were very frightened indeed that they did not leave the consulate until the ottoman soldiers rescued them.
On this day nearly 10 thousands innocent including women and children were butchered by predominantly Armenian Christian army. From early morning they started looting and killing people until 5 o'clock and withdrawal order of Mr. Shet. Even afterwards the killing and looting continued but not at the same scale.
In the evening the committee held it's first meeting. One of the Azerbaijanis representatives Mo'temedulvuzera has written in his report that the Christian handed over an ultimatum.

to maintain her declared neutrality in the war, nor can prevent enemy troops from entering the country. Allied forces will order formation of a national army of Christians in Azerbaijan. The main objective of Christian army will be to guard Azerbaijan borders against enemy as Azerbaijan is very important to protect our fronts in Caucasus. Unfortunately some of Urmu inhabitants and their infamous influential leaders are collaborating with our enemies and working against allied forces therefore they are against formation of our Christian army. Bloodshed and violent confrontation and animosity between Christian and Muslim community which ended up in some death was direct result of their destructive activities. As a result damage has been done not only to the people of the city but also to Russian and French armies. Allied forces are determined in creation of this army and under no circumstances will change their mind. For humanitarian reasons we stopped looting and killings which was against our interest and the responsibility of these acts lies with those who wish to damage citizens.
We therefore demand Muslims to accept and help the implementation the following terms set by us. These terms are not negotiable.
A sixteen member council must be formed under the leadership of Baron Stepanian (an Armenian) immediately.
Marshal law must be declared and head of police must be appointed by the above mentioned council.
All armed Azerbaijanis must be disarmed within 48 hours and the weapons must be handed over to the council.
Four following individuals must be arrested and delivered to the council :
Mr. Sedr (Leader of Democrats)
Mr. Ershed Humayun
Mr. Ershad-ul-memaik
Haj Semed Zehtab (a well known businessmen)
